One of the City Treasurer's responsibilities is the investment of the City's cash balances in the investment portfolio.
The City Treasurer’s Office co-located next to the Planning counter at Sabre Street will permanently close at 5 p.m., Thursday, May 1 as part of the Planning Department's move to the Municipal Center. Other Treasurer's Office locations are not impacted.

Guidance surrounding the investment of funds comes from both State Code as well as the Investment Policy. The investment portfolio is inclusive of the majority of cash financial assets of the City of Virginia Beach. The primary objectives, in priority order, of the City's investment activities are safety, liquidity and yield. The investment portfolio is influenced by many factors including interest rates, cash flow demands and anticipated tax revenues.
