The City Treasurer is tasked with collecting parking ticket violations administered by the Police Department and/or ​the City's Parking Management Office.

Once a parking ticket has been issued, you have four ways to pay:

  1. Mail your payment in the postage-paid envelope provided or mail it to City Treasurer Parking Dept., 2401 Courthouse Drive, Virginia Beach, VA 23456. The parking ticket must accompany payment.
  2. Visit any one of the City Treasurer's Office locations to pay in person or drop payment in one of our drop boxes. The parking ticket must accompany payment.
  3. You may pay online. Tickets issued by Parking Management are typically available to pay online within 24 hours of issuance. Tickets issued by the Police Department typically take longer to view online, so if your ticket is not available online, email a copy of the ticket to VBPT4YOU@vbgov.com and the ticket will be manually entered and you'll be able to pay online the following day.

    There are multiple ways to pay a ticket, any delay in ticket availability online will not alleviate the penalty that automatically accrues on the 15th day.
  4. Pay by phone with a major credit card (2.5% fee or $1, whichever is greater) via the Treasurer's local payment call center at (757) 385-8968. Normal center hours are Monday - Friday, 8:30 a.m.-11 a.m. and 1 p.m.-4 p.m. Call center availability is subject to staffing constraints and taxpayers should expect longer wait times as due dates approach.

Fines not postmarked or received within 14 calendar days are increased as indicated by figures in the second column of the table below per City Code and cannot be waived.​

The City Treasurer does not have the authority to void parking tickets. However, our office will act as the liaison between the vehicle owner and the police officer or Parking Management to perform an administrative review of the violation. 

Complete the administrative review form and email it to VBPT4YOU@vbgov.com with your documentation. Instructions for completing the form and examples of documentation are described on the form.

If the review is found insufficient, you will be advised of the outcome and provided with the parking ticket contest form to be completed and returned back to us for submission to the General District Court. Once submitted and approved, a date and time will be provided to appear in court, and your account will be placed on hold so no further action is taken against you until 10 days past the court date.

Non-payment of parking tickets will be subject to increased fines(s) and may include administration fees and a DMV Stop. The owner of the vehicle is responsible for the parking ticket and bears the burden of proof when contesting the citation.
